IDs required in GA and AL in order to obtain basic utilities? A traffic ticket cutting off these same underprivileged populations from utilities?

This policy and others (in La Grange, GA, one example) "are being challenged by a lawsuit filed by the Southern Center for Human Rights, the NAACP of Troup County, Project South and the civil rights law firm of Relman, Dane & Colfax."
