Here is the exact wording of the controversial House Res, 246. It was tricky to find the exact wording even on several search engines, but tons of yada yada ABOUT it! As usual.
Note that it is non-binding and is somewhat vague in what it actually does. I don't see that it undermines the First Amendment, though I realize others may.
I don't like the wording and don't consider the bill necessary or truly useful in any way, but it seems to boil down to advocating a two-state solution for Israel and Palestine, that Israel makes has traditionally made impossible.
