'Centerpiece' of effort to rebuild Iraq marred in overcosts, delay

A project to build a wastewater treatment plant in Falluja has tripled in cost to $100 million and fallen about three years behind schedule. The project serves as another example of the failed and often oversold Bush/Cheney no-bid 'contractor welfare' program to rebuild Iraq's infrastructure with the American taxpayers' checkbook.
