California sets a high bar for granting concealed handgun permits because we understand the seriousness of owning a hand

This bill would allow someone who was denied a permit in their home state to apply for a permit in another state that would, de facto, override the decision of their home state. In other words, if a Californian were going to be denied a permit here because of California's strict permitting requirements, now they can just get a permit through another state, like Utah or Nevada, where the permit requirements are much looser -- and California has to honor it.(3)
