Re-Defining "Terrorism"

Is the term "Terrorism" or "Terrorist" one that applies only to small groups of "Extremists" and their usually crude methods of warfare, or can the term be rightly defined by its action: "Creating Terror" and further include State Terrorism, inflicting Terror on a population, by the most advanced and deadly technologies of mass destruction, the Terrorists being the Leaders of the State, as in Hitler?
(or Russia in Chechnya, Israel in Palestine, or the illegal US destruction of Iraq, making Bush and Cheney Terrorists?)

No, a State cannot be termed "Terrorist"
Yes, illegal wars are State Terrorism, their Leaders are Terrorists.
They're only Terrorists if they're not on OUR side.
