Is NSA better able to interpret and apply constitution than me?


In Richard Ledgett's response on TED to Ed Snowden's in his talk on TED recently, Ledgett early on stated almost unequivocally that "the NSA" new better how to interpret and apply the intentions of the writers of the U.S. constitution than did people like Snowden.

Do you agree? Is NSA as a whole functioning body better able to interpret and apply constitution than Snowden or you?

I'm not sure.
No way, I can tell that the NSA is out of line and they--as a body--do not.
Yes, they--as a body--know better how to interpret and implement than me.
