Dear Dr Kilraine,

Thank you for your letter dated November 13th 2012.

To date, and in so far as I am aware, there is still not the slightest sign at all of any remedial action being taken regarding any of the several issues I have raised in the registered letters I sent to Galway HSE (Health Service Executive) Hospital Consultant Dr Anne Jeffers, and to Republic of Ireland Health Minister Dr James Reilly TD on June 30th 2012. I am particularly concerned about the way Hospital Consultant Dr Anne Jeffers continues to refuse to provide me with the correct medical treatment for the C-PTSD (Complex-Post Traumatic Stress Disorder) injuries I am at present suffering from; and, allowing for the fact that her refusal to provide me with the correct treatment has long since appeared to me to be politically motivated, in a manner connected with the group of people I have referred to below as the "Money Power Psychopaths" (and the "puppet governments" they control), for years now I have believed that my rights under Article 5 of the United Nations Universal Declaration of Human Rights are being violated in very major and extremely serious ways which involve mental torture : where the mental torture in question has already been sustained for many years by the unrelenting failure of all three of the hospital consultants I have so far sought help from, to provide me with the correct medical treatment I need in order to recover from the C-PTSD injuries I continue to suffer from.

The other two hospital consultants (of the "three" referred to in the paragraph immediately above) are Dr Thomas Foster, and Dr Patrick Manley of Tyrone and Fermanagh Hospital, Northern Ireland. At different times, separated by two years or so, I was hospitalised under the care of Dr Foster, and Dr Manley, during my period of forced-exile in Northern Ireland between December 2004 and July 2008.

As you may already know, Article 5 of the United Nations Universal Declaration of Human Rights reads (in full) as follows:
"No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment."

The sense of TOTAL POWERLESSNESS to remedy the difficulties I have connected with C-PTSD difficulties I am experiencing is severely compounded by the fact that -- despite several years of trying -- I still cannot find ANY legal representation of the kind which is willing to use, on my behalf, any of the national and international legislation which supports the principles of the United Nations Universal Declaration of Human Rights. This ongoing problem of many years standing I have with the legal profession, which is also politically motivated I believe , leaves me completely powerless to challenge any of those responsible for the wrongdoing in question, through court action: which in turn aggravates the C-PTSD injuries I am suffering from in ways that grow ever more worrying for me by the day.

Any help you might be able to provide me with for the purpose of enabling me to get the correct medical treatment I need for the C-PTSD injuries I am suffering from would be very much appreciated.

Just below, please find an excerpt which contains reference to the core issue of IMPUNITY, which comes from the text of the registered letters (referred to above) dated June 30th 2012 sent to HSE Hospital Consultant Dr Anne Jeffers, and Minister for Health James Reilly TD:
