On planet Yousah the dominant species, the Sheeples, travel in herds. Each herd has Maximum Leaders, Diviners of the Future and Buglers to help control and move the herd. As always, there were a few outsiders, called "Black Sheeples," whose "bah-ing" call was drowned out. Once in a while the maximum leaders of the dominant herd blunder. They lead the herd into far flung territory, including, currently, an increasingly arid place with hostile, stubborn members of other herds.

Members of the dominant herd now suffer from thirst in varying degrees, with the poorest and weakest suffering much worse than the fat and healthy. At last the leaders came upon a trove of what looked like bottled water! But the bottles had labels with strange labels unfamiliar to them, brands like "Helicopter," and "Greenbacks." On the bottom of the labels it said: " !00% pure dihydrogen monoxide. Produced by the Government of Yousah for the People of Yousah." But the leaders completely ignored the giant, possibly health - giving, even life sustaining trove. If they acknowledge it, they had shill Diviners to say "Oh, no, that's poison. If we drank that, we'd swell up until we were immovable and die " Without acknowledgement of the trove, the popular shills ignored it too and the Buglers drowned out the Black Sheeples. And so the suffering herd stumbled on.
