Rick Scott, the Republican governor of Florida, did an about-face this week by agreeing to expand the state's Medicaid program, a critical element of the Affordable Care Act. Three years ago, while running for governor, Scott, a former hospital executive, campaigned on his opposition to the health care reform law. Last year, after the Supreme Court ruled that expanding Medicaid was optional, he announced that Florida would not do so. He changed his mind for very compelling reasons. The federal government will pay 100 percent of the cost of caring for newly eligible enrollees for the first three years, and it will continue to pay no less than 90 percent of the cost in subsequent years.Sheila Samples is an Oklahoma writer and a former civilian US Army Public Information Officer.
