The day before defense secretary Leon Panetta announced the lifting of the ban on women in combat, Jennifer Norris, an air force veteran and rape survivor, testified before a congressional panel into one of the worst sexual scandals in military history. Norris told lawmakers: "It breaks my heart to see this same kind of behavior in 2013 that existed when I joined the service. I know how painful it is to be violated by another and then disregarded and thrown away, as if you are the troublemaker." As many as one in three servicewomen report having been sexually assaulted, according to the defense department. In 2010, the latest year for which data is available, the Pentagon estimated that some 19,000 assaults occurred.
