What should the ratio of spending be now in Energy?

     What should the proportion of spending the Federal Government now make in the field of Energy and energy development?

The Federal and State governments are getting ready to spend billions of dollars on new (non-fossil fuel sources) for many years.

How do you think the spending should be split?
