Obama's best choice is to fund energy-related programs and return all the carbon revenue to the people. . . carbon dividends would be taxed as ordinary income; those who use the most carbon would lose and those who use the least would gain. A carbon cap will raise fuel prices . . . (but)Cap-and-dividend permanently links dividends to carbon prices. 'If you guzzle, you lose; if you conserve, you gain.'
