When the Iranian regime in the summer of 2003 delivered a message to the Bush administration via the Swiss ambassador to Tehran, proposing talks towards a comprehensive settlement of issues between the U.S. and Iran, Colin Powell's State Department first responded positively. But Cheney's team contemptuously dismissed the overture, sabotaging a positive response.
