This article by TIME would be news if it weren't that the Mississippi rampages once again. The Army Corps of Engineers fixes their image and the nation is impacted. In March, three professors wrote them about how their engineering has worked for barges to use the River without the Corps' having to dredge, while causing a tragedy downstream. Story talks about Winfield MO, a place impacted as I write this on Thurs.
