Congress is going to decree that the president has the power to order private citizens to break the law, as well as to spy on our telephone calls and e-mails with no warrants. The provision granting amnesty to lawbreaking telecoms, Title VIII, has the exact Orwellian title it should have: "Protection of Persons Assisting the Government."
