On April 24. I saw a television program from Chattanooga's Public Television. which taught me how to be a Tennessean. First, every person in the state is obligated by law to report possible child abuse or neglect. A panel of professionals in the field discussed details. Andrea Conte, wife of Governor Phil Bredesen, was one of the participants. It ties in with the small article linked here.
