|The House agreed last night to create an outside ethics panel to investigate alleged wrongdoing by its members. The late-night vote showed Congress is willing -- though just barely -- to increase oversight of its members. A six-person, bipartisan panel will be set up to review suspected ethics violations by House lawmakers.|
