Issue became sharper after the Blackwater shootings of Iraqis. In 2004 an Iraqi law exempted employees of such groups from prosecution. Now the Depts of State, Law and Defense are studying international law aspects. Al Maliki has made statements against the incident. Article does not say any action has been taken.
