Brock Bierman, a Republican Party operative, is now a Federal Emergency Management Agency official charged with helping small states cope with Katrina-size disasters. For the last several years, Bierman has been busy parachuting into close election campaigns to turn out votes for President Bush and other Republicans, including then-U.S. Sen.
