Al-Qaida in Iraq has seized control of a town on the Syrian border and is mobilising to disrupt next month's referendum on a draft constitution. The group, led by the Jordanian-born militant Abu Musab al-Zarqawi, has imposed strict Islamic law on the population of Qaim, despite a series of US air strikes in and around the desert town 185 miles west of Baghdad.
