NATO commanders on the ground are frustrated by the numerous caveats or conditions that nations such as France, Italy, Spain, and Germany are placing on the use of their forces. Caveats take away operational effectiveness. We can ill afford reconstruction armies that cannot handle combat. The caveats range from geographical restrictions -- the biggest problem -- to refusal to fight at night or in winter conditions.
