VA BUDGET DISASTER: Bush Veteran Affairs officials relied on Pre-Iraq War data for budget requests

The VA estimated that more than 23,000 veterans of Operation Iraqi Freedom and Operation Enduring Freedom (Afghanistan) and some other military efforts post-9/11 would seek health care that year. Instead, about 100,000 needed medical care. The VA had noticed budget shortfalls as early as October 2004, the GAO report said, but Congress wasn't notified until well into 2005.
