New guidelines recommend that virtually all health insurance plans should soon be required to offer female patients free coverage of prescription birth control, breast-pump rentals, counseling for domestic violence, and annual wellness exams and HIV tests. The recommendations came in a report conducted by the Institute of Medicine, an arm of the National Academy of Sciences. The new health care law says insurers must cover "preventive health services" and cannot charge for them. Ms. Sebelius will decide on a minimum package of essential health benefits, and her decision will not require further action by Congress. |
