In America, Gandhi is seen primarily as a political phenomenon. But, he himself objected when people called him "a saint trying to be a politician." He said he was instead "a politician trying to be a saint." And his primary tool in achieving sainthood was a popular method in India called "namasmarana": repetition of God's Name.
