Lt. Gen. Russel Honoré, who commanded the military response to Hurricane Katrina, states that BP should be fined $100 million each day the oil is gushing, that money from fines should be used to help the Gulf Coast and its people recover, and that BP and negligent government regulators should face jail time. Amen
