Why the 14 year delay connected with ratification of the international United Nations Aarhus Convention Agreement, which the Republic of Ireland signed in 1998?

An effort was made to raise this question with Republic of Ireland Chief Justice Susan Denham last Friday, and a copy of the e-mail used, which was sent to several other Republic of Ireland lawyers (and some law firms) can be viewed at:

Among the MANY items of "government wrongdoing" (as I see things) -- since 1998 -- which earlier ratification of the Aarhus Convention by the Republic of Ireland might well have prevented -- through the use of entirely peaceful, lawful, and socially benign means -- is the destruction of the ancient heritage site at Baronstown on July 4th 2007, which was part of the Tara Complex (widely regarded among experts as one of the most important such ancient heritage complexes in the world), and described at:

The criminalisation and imprisonment of Shell to Sea protesters is another example of such "government wrongdoing" (as I see things): further information on this issue, which is by no means over it would seem, and which features the unconstitutional (i.e. unlawful) and "Great 5.4 Trillion Euros Giveaway" of the Republic of Ireland's untapped oil and gas resources, can be found via the following link:

The above excerpt is from an e-mail I received dated November 30, 2004 from former Senator Jim Higgins, who is now an MEP (Member of the European Parliament). The full context of this quote by former Senator Higgins can be seen at:

Within days of I receiving the above e-mail from Jim Higgins, I had to hurriedly flee the Republic of Ireland jurisdiction in order to avoid being corruptly criminalised, in circumstances whereby I could find no legal representation of the kind which was willing to use legislation based on the United Nations Universal Declaration of Human Rights for use in my defence of the criminal charge laid against me by the Republic of Ireland State; and, consequently I spent the following four and a half years (or so) living in forced exile in Northern Ireland: by the end of which time the Republic of Ireland Government decided to formally drop the criminal charge it had made against me (for shouting at Galway County Council Enforcement Officer Enda Hoey after he refused to look at raw sewage entering the river going through the centre of New Inn village which was coming from the New Inn Primary School); but, with no offer of compensation of any kind for the major injuries and losses the criminal actions of the Republic of Ireland Government had caused me: in connection with its two failed failed attempts (the first in 2002, and the second in 2004) to corruptly criminalise me regarding the "Mr Hoey" incident in question: all for the purpose of Government's covering up and sustaining of its own wide-ranging and sometimes treasonously criminal activities (and which are ongoing in my particular case).

Having due regard for the "Tripartite Separation of Powers Principle" (please see at http://tinyurl.com/comczaf) which is so deeply embedded in Bunreacht na hEireann (the Supreme Law of the Republic of Ireland), and which all three of the main branches of the Republic of Ireland's Government appear (to me) to have been completely -- and unlawfully -- ignoring for most of the time since 1998, information on the treasonously criminal delays (as I see them) by ALL the members of our Governments (Executive, Legislative, and Judicial) since 1998, relating to the ratification of the Aarhus Convention was also sent to the College of Psychiatry, and to the Mental Health Commission, as can be seen at:
