What's the difference if Condi does or doesn't take responsibility for the Iraq occupation?

Condi Rice says she takes responsibility for the Iraq occupation.  What's the difference if she says she doesn't take responsibility for the Iraq occupation?  The answer is, as she well knows, nothing.  It costs her nothing at all to make either statement.  The effect of either statement on her is exactly the same, none.  She will still have everything she has now, she will still draw her $97,000 a year salary.  She will, unfortunately, not go to jail.  There's no downside, there are no consequences for assumed responsibility.

Given that, for $97,000 a year, for just one year, I'll gladly take responsibility for the Iraq occupation.  Condi can relieve herself of that responsibility by just sending me a check for $97,000 and I'll take over her responsibility.
