Since forcibly exiled on February 29, 2004, Washington and Haiti denied his right to return, though affirmed in Haiti's Constitution and international law.
The Universal Declaration of Human Rights states:
Article 9: "No one shall be subjected to arbitrary arrest, detention or exile."
