Norris told lawmakers: "It breaks my heart to see this same kind of behavior in 2013 that existed when I joined the service. I know how painful it is to be violated by another and then disregarded and thrown away, as if you are the troublemaker." As many as one in three servicewomen report having been sexually assaulted, according to the defense department.
