The New York Times is 'heads-up' on our lagging Dem Congress. While they are still preoccupied with self-congratulations and heady plans, Bush continues to act as if nothing were any different. But the NY Times is on top of it, calling attention in a Sunday editorial to the immediacy of the continuing problem.
