Sam was born and raised in Philadelphia, Pennsylvania. His family has been involved in law and Pennsylvania Republican politics for more than 100 years. Although Sam's interest in politics started before he was ten, his first serious exposure occurred in his teens when he worked summers as a non-legal research assistant for the late Minnesota Governor Harold Stassen, his father's law partner. Sam was a Republican primary candidate for the U. S. Senate in 2008.
