Nowadays most web hosting providers have eliminated setup fees, but on the other hand you are bound with a yearly plan. During 90s almost every web hosting company offered each service with a setup fee. This has changed due to competition. Some web hosting firms, which target a more "business" audience are legitable to have a setup fee, because they don't target webmasters which choose web hosting with the price tag as their only criterion.
