John Tepper Marlin, Ph.D., writes about regional politics and economic
policy and consults as CityEconomist.com. He serves as Chief Economist
for the Warrior Family Foundation. (Opinions expressed in the Huffington
Post forum are his own and not necessarily those of the Foundation.) In
2012-13 he was Chief Economist for the NJ Institute for Social Justice.
In 2009-11 he was Senior Economist for the Joint Economic Committee of
the Congress in Washington, DC. From 1992 to 2006 he served as Chief
Economist to three New York City Comptrollers.


A graduate of Harvard (A.B. cum laude), Oxford (BA, MA) and George
Washington (Ph.D. in economics) Universities, he has served seven years
as an economist in Washington, D.C., including posts at the Federal
Reserve Board, the Small Business Administration and Federal Deposit
Insurance Corporation. For 20 years he served as President and CEO of
the Council on Municipal Performance and JTM Reports.


His writing awards include one in 2011 from Emerald for a report with
Jurgen Brauer on estimating a peace gross world product; one in 2002
from the Journal of Local Government Budget and Finance for an article
with Janine Berg and Farid Heydarpour on optimal tax mix, and one in
2001 from the National Council of State Legislatures for a report for
the NYC Comptroller's Office on estimating the economic impact of 9/11.
