We present evidence of manipulation of the results of the 2008 Democratic presidential nomination contest, through . . . covert means targeted at the electronic vote tabulation process itself. The effect has been to prolong the nomination battle and sharpen its negativity, boosting McCain and making plausible his "victory" in November through continued exploitation of the security vulnerabilities in American voting systems.

Election Forum: Election Integrity vs. HR 550
I have long cautioned that Congress was a poor place to look for serious electoral reform ("if it works, it won't pass; if it passes, it won't work") and I don't believe that the shift in party control, particularly with Hoyer at the helm, does much if anything to change this equation.
