Roger Copple is 64 years old. He retired in May 2010 from teaching general elementary, mostly third grade, for half of his teaching career and also middle and high school special education for the other half in the public schools of Indianapolis. He now lives in Bradenton, FL. He especially likes studying political theory and U.S. foreign policy, playing chess and tennis, walking, participating in a Bhagavad Gita study group, and doing meditation. Third Constitution of the United States If Article V can be revised according to the author's proposed constitutional amendment, it will then be easier for Congress to pass constitutional amendments, but it will also be possible, if 51% of Americans approve it, to have a constitutional convention every 4 years in which the 7 largest national political parties, through proportional representation, will be allowed to send 100 delegates to a constitutional convention.

The Safest and Fairest Way to have a Constitutional Convention To create the maximum degree of democracy, it is necessary to create a new constitution that empowers the 7 largest national political parties, using proportional representation to elect the House of Representatives while totally abolishing the U.S. Senate. A constitutional amendment to revise Article V of our current constitution is proposed, and if passed, will show a safe and fair way to have a constitutional convention.
