It's the same tired song and dance. The Berkeley (California) City Council is considering a "Compassionate Sidewalks" proposal to improve the lot of homeless street people. Evidence suggests, however, that the ultimate aim of the plan is to "disappear" street people in the vain hope of stimulating local business growth by attracting consumers in their place who are now themselves facing tough economic times.

Fundamental Differences
