The season is fast approaching - June -and the Bush FEMA Hurricane Emergency Plan is not ready. "A modified version of the plan in place during Katrina will be followed" instead. Meanwhile, Americans have just learned Bush rejected $800 million in foreign aid after Katrina in 2005. 'Brownie' screwup or another 'secret' policy that makes no sense.
