(For those who do not know, Ion is the Leon County, Florida supervisor of elections who authorized Harri Hursti to conduct security tests on the Leon County voting system in 2005, thus setting into motion an amazing series of events in numerous states regarding the security vulnerabilities of our nation's voting systems. Ion is featured in the Emmy-nominated documentary, "Hacking Democracy").

Ion explains how many of the election problems experienced nationwide stem from the lack of the constitutional right to vote--states do not have an obligation to count all votes or to create laws that will ensure the accurate counting of votes. His speech begins at 6 minutes, 28 seconds.
