Part TWO of Bill Moyer's harrowing PBS documentary TORTURING DEMOCRACY establishes that waterboarding was just the tip of the iceberg of the severe interrogation techniques implemented and condoned by the White House and Justice Department. I feel it is also quite possible they were covering up their own 9/11 activities and involvement : Allen L Roland
The reason George W Bush could say "The United States does not Torture " with a straight face is that under the enhanced interrogation techniques approved by George W Bush, Dick Cheney and Donald Rumsfeld ~ Any method that does not kill or result in the loss of a limb is not defined as torture. In other words, if the " Detainee dies, your doing it wrong."
That's an excerpt from Part Two of Bill Moyer's documentary TORTURING DEMOCRACY entitled ~ From CIA to Quantanamo ~ Copying Harsh Communist Interrogation Methods.
This segment also confirms that the Bush administration's torture policy was set at the highest White House level with every effort being made to protect themselves from eventual prosecution for war crimes. John Yoo said it best ~ " The president has every right to order torture and, as commander and chief, is immune from prosecution."
All of this is confirmed by a military attorney who represented a now-freed Guantanamo detainee who told CNN on Wednesday, May 20, 2009  that waterboarding is only “the tip of the iceberg” and then goes into details. See video ~ http://www.informationclearinghouse.info/article22672.htm
As more White House condoned torture atrocities are slowly revealed ~ It seems more and more likely that Dick Cheney was complicit, or at the very least, took advantage of the 9/11 attacks and used it as an excuse to implement his grand neocon agenda ~ using these attacks as a justification for shredding the constitution, violating the Geneva Convention, blatantly violating human rights and covering his 9/11 involvement tracks by forcing confessions for the 9/11 commission through illegal torture of detainees. 
Remember, as Stephen C. Webster ( Prison Planet ) reported on May 14, 2009 ~  " More than one-quarter of all footnotes in the 9/11 Report refer to CIA interrogations of al Qaeda operatives were subjected to the now-controversial interrogation techniques,” writes former NBC producer Robert Windrem in The Daily Beast. In fact, information derived from the interrogations was central to the 9/11 Report’s most critical chapters, those on the planning and execution of the attacks," reported NBC. The analysis also shows ~ and agency and commission staffers concur ~ there was a separate, second round of interrogations in early 2004, done specifically to answer new questions from the Commission... 9/11 Commission staffers say they ‘guessed’ but did not know for certain that harsh techniques had been used, and they were concerned that the techniques had affected the operatives’ credibility. At least four of the operatives whose interrogation figured in the 9/11 Commission Report have claimed that they told interrogators critical information as a way to stop being ‘tortured.’ The claims came during their hearings last spring at the U.S. military facility in Guantanamo Bay, Cuba.”
In a related event on Sunday,May 31st in front of a packed audience at the Times Center in New York City, General Ricardo Sanchez, the former commander of all coalition forces in Iraq, called for a War Crimes truth commission to investigate the abuses and torture which occurred there.
