On June 26, 2008, President Bush declared a state of national emergency, citing proliferation of weapons-usable fissile material on the Korean Peninsula with the following words: "I, GEORGE W. Under Amendment 14, No State shall deprive any person of life, liberty, or property, without due process of law. North Koreans have the right to keep and bear arms.
