He advanced this proposal to the leaders of other Eastern European states which has suffered from communist regimes, such as Russia, Poland, Georgia, the Baltic States, and others. "The ideology and practices of Stalinism must be condemned in the same way as the ideology and practices of Nazism were," Yushchenko said. To this end, he proposes signing an international agreement on the principles of the tribunal's formation, functioning, and statute. . . . "
