Vice President Joe Biden and U.S. Transportation Secretary Ray LaHood announced funding for 191 new Recovery Act transit projects in 42 states and Puerto Rico in a goal to transform the nation's infrastructure and support thousands of jobs across the country. In making the over $600 million in new awards, the Federal Transit Administration met a deadline to award 100 percent of its Recovery Act transit formula dollars by March 5, 2010. The Federal Deposit Insurance Corp. (FDIC) shut down Sun American Bank, based in Boca Raton, Fla., with $535.7 million in assets and $443.5 million in deposits; Bank of Illinois of Normal, Ill., with $211.7 million in assets and $198.5 million in deposits; Waterfield Bank in Germantown, Md., with $155.6 million in assets and $156.4 million in deposits; and Centennial Bank in Ogden, Utah, with $215.2 million in assets and $205.1 million in deposits. Judge Wayne R. Andersen of the United States District Court for the Northern District of Illinois refused to dismiss a civil lawsuit accusing former Defense Secretary Donald Rumsfeld of responsibility for the alleged torture by U.S. forces of two Americans who worked for an Iraqi contracting firm, ruling "represents a recognition that federal officials may not strip citizens of well settled constitutional protections against mistreatment simply because they are located in a tumultuous foreign setting."
