The President released a statement declaring, "I am deeply disappointed by the unanimous Republican blockade in the Senate of the DISCLOSE Act, a critical piece of legislation that would control the flood of special interest money into our elections. Today's decision by a partisan minority to block this legislation is a victory for special interests and U.S. corporations including foreign-controlled ones who are now allowed to spend unlimited money to fill our airwaves, mailboxes and phone lines right up until Election Day. Vice President Joe Biden welcomed British Deputy Prime Minister Nick Clegg to the White House where the two leaders discussed the floods and ongoing humanitarian crisis in Pakistan and pledged both countries' enduring support for the Pakistani people. The Vice President thanked the Deputy Prime Minister for the outstanding contribution that British forces had made in Sangin, and the two leaders discussed progress and next steps in Afghanistan. Biden and Clegg reviewed the strong defense ties between the two countries, including the preparations for the upcoming NATO Summit in Lisbon, and welcomed the unanimous vote of the Senate Foreign Relations Committee in favor of the U.S.-UK Defense Trade Cooperation Treaty earlier in the week. The United States Justice Department filed an objection (PDF) to a request of United States District Court for the Central District of California Judge Virginia A. Phillips (who had ruled the United States Government's Don't Ask Don't Tell (DADT) policy unconstitutional ) by Log Cabin Republicans that she issue an injunction ordering the military to stop enforcing the law. "Entering an injunction with immediate effect would frustrate the ability of the Department of Defense to develop necessary policies, regulations, and training and guidance to accommodate a change in the DADT law and policy," the Justice Department stated. These features of the Patient Protection and Affordable Care Act of 2010 went in effect:

  • Children permitted to remain on their parents' insurance plan until their 26th birthday, including dependents that no longer live with their parents, are not a dependent on a parent's tax return, are no longer a student, or are married
  • Insurers prohibited from excluding pre-existing medical conditions (except in grandfathered individual health insurance plans) for children under the age of 19
  • Insurers prohibited from charging co-payments or deductibles for Level A or Level B preventive and medical screenings on all new insurance plans
  • Individuals affected by the Medicare Part D coverage gap receive a $250 rebate
  • Insurers' abilities to enforce annual spending caps were restricted
  • Insurers prohibited from dropping policyholders when they get sick
  • Insurers required to reveal details about administrative and executive expenditures
  • Insurers required to implement an appeals process for coverage determination and claims on all new plans
  • Indoor tanning services subjected to a 10% service tax
  • Enhanced methods of fraud detection implemented
  • Medicare expanded to small, rural hospitals and facilities
  • Non-profit Blue Cross insurers required to maintain a loss ratio of 85% or higher to take advantage of IRS tax benefits
  • Companies which provide early retiree benefits for individuals aged 5564 eligible to participate in a temporary program which reduces premium costs

The President and German Chancellor Angela Merkel spoke by telephone. The Chancellor provided an update on her engagement in support of the President's efforts to advance peace in the Middle East. The two leaders emphasized their support for the direct talks between Israel and the Palestinians and agreed that all sides should make every possible effort to sustain the talks. The President and the Chancellor agreed that Israel should extend its moratorium on settlement activity and that the negotiations should press on until completed. They also discussed Afghanistan.
