H.R. 1299, the "United States Capitol Police Administrative Technical Corrections Act of 2009," which establishes a Corporation for Travel Promotion to encourage international travel to the United States; and makes miscellaneous amendments to authorities of the United States Capitol Police. Vice President Joe Biden spoke by telephone with President Mikheil Saakashvili
Saakashvili, affirming U.S. support for Georgia's sovereignty and territorial integrity and encouraging Georgia's democratic reform process and the desire for an open, transparent, and free process during Georgia's upcoming elections. The Vice President thanked President Saakashvili for Georgia's important contribution to the international mission in Afghanistan. Source
The Department of Education announced that 15 states and the District of Columbia advanced as finalists for phase 1 of the Race to the Top competition. Race to the Top is the Department's $4.35 billion effort to dramatically re-shape America's educational system to better engage and prepare students for success in a competitive 21st century economy and workplace. The phase 1 finalists list:
Colorado, Delaware, District of Columbia, Florida, Georgia, Illinois, Kentucky, Louisiana, Massachusetts, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, South Carolina and Tennessee Source
United States Agriculture Secretary Tom Vilsack announced the selection of 22 broadband infrastructure projects to give rural residents in 18 states or territories access to improved economic and educational opportunities. Funding for the projects would be provided through the American Recovery and Reinvestment Act. Source

The President today declared a major disaster existed in the State of Oklahoma and ordered Federal aid to supplement State and local recovery efforts in the area struck by a severe winter storm during the period of January 28-30, 2010. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm in the counties of Alfalfa, Caddo, Cleveland, Comanche, Cotton, Delaware, Dewey, Ellis, Grady, Greer, Harmon, Haskell, Hughes, Jackson, Kiowa, LeFlore, McClain, Muskogee, Okmulgee, Pontotoc, Pottawatomie, Roger Mills, Seminole, Stephens, and Washita. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source
The President announced The Honorable General James L. Jones, USMC (Ret), National Security Advisor to the President, will be the head of the delegation to Santiago, Chile, to attend the Inauguration of President Sebastion Pinera.
