The President and Vice President Joe Biden met with Secretary of Defense Robert Gates in the Oval Office of the White House.

Vice President Joe Biden announced a comprehensive plan of giving 80 percent of Americans access to high-speed rail within 25 years. The proposal would place high-speed rail on equal footing with other surface transportation programs and revitalize America's domestic rail manufacturing industry by dedicating $53 billion over six years to continue construction of a national high-speed and intercity passenger rail network. The Vice President made the announcement with United States Secretary of Transportation Ray LaHood during a visit to Philadelphia's historic 30th Street Station. The United States Federal Bureau of Investigation (FBI) and t he U.S. Attorney for the Southern District of New York announced insider trading charges on three hedge fund portfolio managers and one analyst. Charged were Samir Barai, the founder of Barai Capital Management LP, Jason Pflaum, a former research analyst for Barai, Donald Longueuil and Noah Freeman, former junior portfolio managers at SAC Capital Advisors LP. Day716/Feb9th/Wednesday: The President and Vice President Joe Biden had lunch with United States Speaker of the House of Representatives John Boehner, House Republican Leader Eric Cantor r and House Republican Whip Kevin McCarthy in the Private Dining Room of the White House.

The President and Vice President met with United States Secretary of State Hillary Clinton in the Oval Office of the White House.

The President spoke by telephone with King Abdullah of Saudi Arabia about the situation in Egypt, emphasizing the importance of taking immediate orderly, meaningful, lasting, legitimate and responsive steps to aid the aspirations of the Egyptian people. The President also reaffirmed the long-term commitment of the United States to peace and security in the region. The President joined part of a meeting between Vice President Joe Biden and Slovene Prime Minister Borut Pahor to thank the Prime Minister for Slovenia's strong support for the people of Afghanistan and its contributions to NATO 's International Security Assistance Force (ISAF).  The leaders also reviewed the current situation in Southeastern Europe. Biden and Pahor discussed ways in which the United States and Europe could work together to advance the integration of all of Slovenia's neighbors into Euro-Atlantic structures, the Vice President noting the United States' and Slovenia's shared interest in and support for Croatia's European Union (EU).  They also discussed trade and investment opportunities, and the Vice President welcomed the Prime Minister's efforts to improve the investment climate in Slovenia. U.S. Secretary of State Hillary Clinton, U.S. Secretary of Defense Robert Gates and National Security Advisor Thomas E. Donilon stressed the United States' unshakeable commitment to Israel's security in a meeting with Israeli Minister of Defense Ehud Barak and stressed the United States' unshakeable commitment to Israel's security through U.S. continued support for Israel's military and the unprecedented security cooperation between the two governments.  Mr. Donilon, Secretary Clinton, and Secretary Gates discussed with Minister Barak the latest developments in Egypt, the need to move forward on Middle East peace, U.S. efforts to prevent Iran from acquiring nuclear weapons, other regional and bilateral issues, and all agreed that the U.S. and Israel would continue to consult closely on common challenges and issues of a shared agenda. Day717/Feb10th/Thursday: T he President traveled to Marquette, Michigan, where he witnessed a demonstration of how Northern Michigan University's WiMAX network had enabled distance learning for university and community students and delivered remarks on the National Wireless Initiative. Day718/Feb11th/Friday: The President addressed from the Grand Foyer of the White House news that Hosni Mubarak had yielded to the massive demonstrations and the Egyptian military by resigning as the President of Egypt. Transcript Video. Less than a half-hour later, the President entered the White House Press Room to make another statement and take questions from the press on the Egyptian upheaval. Transcript Video

The President declared a major disaster existed in the State of Utah and ordered Federal aid to supplement State and local recovery efforts in the area struck by severe winter storms and flooding during the period of December 20-24, 2010. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work in Kane and Washington Counties. United States Secretary of the Treasury Tim Geithner unveiled the Obama Administration's plan to remake the mortgage market and reduce the government's role in housing finance by winding down Fannie Mae and Freddie Mac and draw private capital back into the mortgage market, curb unfair lending practices and make federal support for borrowers more targeted.
