September, these officials and others close to Iraq policy recognize that the administration is boxed in by measurements that were enshrined in U.S. law in May.
"That is a problem," the official said. "These are congressionally mandated benchmarks now." They require Bush to certify movement in areas ranging from the passage of specific legislation by the Iraqi parliament to the numbers of Iraqi military units able to operate independently. If he cannot make a convincing case, the legislation requires the president to explain how he will change his strategy."
The Iraqis have only made progress on 8 out of 18 benchmarks. W is lying about the benchmarks, but we've heard that story far too many times. If a student had a 44% grade at mid-term, that student better get an easier class. W should let international policy to grown-ups, people who aren't motivated by GOP partisan gain solely. W should let the Baker Hamilton Group make recommendations that our military can follow.
W isn't commander-in-chief. W has adherence to Karl who knows nothing other than how to get stupid red staters to vote for GOP daddy party goons, which translates into attacking defenseless countries to follow the GOP stereotype role of fear-mongering and war-mongering.
W has been begged by professional politicians to allow the Iraq Study Group to reconvene. Since doing so would disagree with Karl's advice, W won't allow that to happen even though that would help get the US out of its terrible "everlasting war against terrorism".
