As the chief election official for Travis County, Ms. DeBeauvoir has the authority, and still has the time, to stop the usage of these unsafe machines and switch to hand-counted paper ballot elections before the Spring primary elections, as Travis County voters demand.

In a recent court challenge of a Westlake Hills City Council election by Robin Vaughn because of a problem with voters getting the incorrect Hart InterCivic electronic ballot, Ms. DeBeauvoir was quoted as saying that we cannot switch to paper ballots because doing so would violate state and federal laws.intended to protect voters with disabilities. The reference is to the 2002 “Help America Vote Act” (HAVA).

Ms. Liberty corrects the County Clerk: “In reality, the referenced law does NOT prohibit the use of paper ballots. It simply mandates one voting method per precinct that will allow the disabled to vote without assistance. Currently there are two non-electronic voting methods that fulfill the HAVA mandate. Hand-counted paper ballot elections, with enhanced security measures, are the preferred election system to maintain our Constitutional republic and to
assure voters that their votes are being properly cast AND counted. The voters of Travis County deserve no less!”
