The history records how Mr. Garner presented Mr. Rumsfeld with several rebuilding plans, including one that would include projects across Iraq.

All that was accomplished in the Iraq reconstruction was that a building would be built and a group of insurgents would destroy it ad infinitum. Suppose that money could be spent in the US?
