The problem of citizen insecurity is present in all Latin American countries. In Venezuela, clandestine local groups, sometimes in association with foreign groups (i.e. paramilitaries brought by Opposition leaders), are operating; and it requires action on several fronts... But lately, after new security schemes have been implemented at national and regional levels, there's been a reduction in crime rates, such as never before witnessed.
Of course, the development and execution of further security plans are still necessary"
Water, electricity, gas, telephony, services companies (mostly State-owned), are becoming an economic asset for our country ... but, most important of all, it emphasizes public service over purely economic objectives. Venezuela is taking firm steps towards technological development and the establishment of national industry; an example of this is the progressive and frequent opening of new factories nationwide, where among the most important are cell phones, autos, tractors, computers, processing food etc"
It is the basis on which Venezuela will become a competitive State, developing at regional and global levels"
In social terms this Government has contributed to many benefits and advances. The main engines, are the various missions which have been, and are, developing around the country. Greater and fairer benefits have especially been given to low-income sectors, which were traditionally excluded by previous administrations. Examples are seen in mass literacy campaigns which have led to Venezuela achieving the status of illiteracy-freedom granted by the United Nations. All steps are taken to train people on the job, without class distinction and regardless of age.
Medical attention is now permanently present, attention free of charge in most low-income areas " that in itself represents a massive investment to provide human resources and materials for the Venezuelan public health service.
The Venezuelan State has created a network for the acquisition, storage, transport and sale of food, trying to get the idea that buying food was a luxury for regular citizens and to defeat speculation and hoarding. Mercal and Pdval are now used by most of the Venezuelan population, because of significant savings" They are already installed throughout the country, and are a great mechanism which, in the near future, will allow an extension in the variety of products sold ... not just food.
The Chavez administration has implemented very strong investments in sectors of the population with very limited resources ... especially single mothers, disabled, indigenous, street children, etc. There are a large number of scholarships given to these sectors, with the establishment of free neighborhood kitchens"
Massive efforts are being made to extricate the poor majority from their special situations"
