You can add this to the incredible saga of Rodi Alvarado, a woman who fled Guatemala almost 15 years ago because of repeated domestic violence, and sought asylum in the U.S. Her plea was first denied, then several Attorneys General kicked the can down the road while she remained in the U.S. on a temporary basis.
She's still here - working at a convent in San Francisco - and she's still on temporary status because the Departments of Homeland Security and Justice can't agree on the wording of a new regulation that would establish domestic violence as a legitimate basis for seeking refuge in America.
